The police’s use of pepper spray, tazers, rubber bullets, and stun grenades amounts to torture, as defined by Amnesty International.  The city of St. Paul knew that they would get sued for telling their police to use these weapons of torture against protesters, as evidenced by their taking out insurance against such suits.
